To join the Ring of Madness, Sin, and Horror, you MUST have the HTML code on your site.  That is the only rule set in stone.  Other than that, just make sure that your site is world of darkness related and has original content.

This is a ring dedicated to the dark, mysterious, and dramatic aspect to world of darkness games.   I know that super characters and citywide massacres have their place in the WoD games, but those sort of games already dominate the rest of the internet, mainly because they are easier to run in an online atmosphere.

Well, if you have a site that is dedicated to the more difficult and more cerebral aspect of things, than feel free to join the ring.  I know I sound like a pompous jerk, but that's the breaks.  This is what the webring banner thing will look like on your site.
